Precinct Committee Officers (PCOs)
Your PCO and Commissioner District representative are your representatives to the Jefferson County Democrats. You’re important to them! They want to get to know you, so please use the contact information below to connect with your PCO. We count on you to tell us what’s happening in your neighborhood and how the party can be more effective in representing the citizens of Jefferson County. You elect your PCO in the Primary Election in August of even-numbered years.

CLAIRE RONEY
PCO Precinct 106 North Jacob
George Bush got me “off the bench”. Since 2003 as Precinct 106’s PCO, I got to work: making 100s of calls to voters to “Get Out the Vote” and elect Democrats, learning “the ropes” in the kitchen then taking charge of food operations for the annual Fish Feast fundraiser supporting Democratic candidates, serving on the Executive Board of the Jefferson County Democrats, chairing 4 Presidential Precinct Caucuses; representing Jefferson County as its State Committeewoman on the Washington State Democrats Central Committee; writing letters to the Editor, marching in Parades. And doing all of this while working full time as a psychologist serving elderly and their families. First introduced to civic responsibilities as a Girl Scout, I am reminded during this Hillary vs. Bernie Primary season of the Brownie song “Make new friends but keep the old, one is silver and the other’s gold.”
TOBI McENERNEY
PCO Precinct 701 Port Townsend
My name is Tobi McEnerney and I’m glad to represent precinct 701. First and foremost, I am a parent to an outrageous three year old boy, who I am proud to have grown up understanding how important his active citizenry is. I am also a nearly lifelong resident of Port Townsend (I moved here in the sixth grade), I am a social worker turned entrepreneur, I studied Political Science at the UW and have a love for local politics and how they relate to our global impact. Mostly I love my town and am interested in the younger demographic being represented on all levels of local politics. I have much to learn and I’m grateful for this opportunity to learn from local leaders as well as connect with fellow citizens.

Dear Neighbors,
When I was first asked to run for Democratic Precinct Committee Officer, (PCO), in 2008 it was to fill an uncontested seat in the 701st precinct (it’s now precinct 702). After two 4-year terms I’ve come to recognize the importance of this role in our election process. While I care deeply about the future of this country and our community I have been reluctant to campaign actively for one Democratic candidate over another while serving as PCO. I believe that in order to best serve the voters in this precinct it is vital for me to remain neutral and impartial in order to make sure all voices are welcomed and feel fairly represented. This year marks the first time I will be running in a contested election. I am grateful to see so many members of our community looking to take on more active roles in local politics. Thank you for allowing me to serve as PCO for precinct 702. I hope to have your continued support.
Biography
Gary Engbrecht has been an active member of this community for the past 17 years. Many know him as “The Waffle Guy” and can find him on Sunday mornings serving up delicious waffles while offering a safe and welcoming space in his home for civil community dialogue to flourish. Gary also donates his time and abilities providing audio/video equipment and services for many community gatherings and events. He is also dedicated to keeping Port Townsend clean and can be seen picking up litter and other refuse that finds it’s way onto our streets.
JACKIE AASE
PCO Precinct 703 Port Townsend
I am running for PCO to ensure local, state, and national Democratic candidates are elected to office. I will engage citizens in my precinct and encourage them to vote. I consider myself a FDR-style progressive committed to promoting the common good and candidates who support community values.
I canvassed and called voters on behalf of Senator Bernie Sanders during the recent caucus/primary season. I support him because I believe a viable and thriving democracy depends on a level playing field without undue influence from moneyed interests. I have studied and written on the subject of money in politics on behalf of the League of Women Voters-WA. I worked with the Occupy Port Townsend Move-To-Amend Committee and JeffCo WAmend to submit petitions from constituents to the Port Townsend City Council, Jefferson Board of County Commissioners, and the legislature of WA state in support of resolutions for a constitutional amendment which distinguishes between the rights of natural persons and the privileges of corporations, preserves the power of Congress and the States to place limits on the ability of corporations and wealthy individuals to influence the outcome of elections, and to restrict the “rights” that empower corporations to deny citizens full self-governance.
JULIA COCHRANE
PCO Precinct 706 Port Townsend
I am running to be your Precinct Committee Officer because I believe that Democracy requires participation. The PCO is the most local representative you have and should be accessible to hear what is important to you and engaged in working on solutions. I do not remember meeting my PCO even though I was at both the caucus and the county convention this year. I have been involved in various
initiatives and petitions over the last 30 years of living in Port Townsend, including WAmend and Carbon WA. I was also involved in the Community Rights initiative several years ago and still believe that it is important to amplify the voice of the citizenry at every level of government. And as your PCO that will be my primary focus. Listen and bring forward to the Democratic Party the voice of the grassroots. If we want to really have one person – one vote, then change starts at the bottom ranks of the party. I will do all I can to make sure your voice is heard and your vote counts.
RICK DOHERTY, MD

I intend to live in Port Townsend the rest of my life.
Major interest -promoting healthy nutrition and lifestyles, so as to help prevent obesity and the resultant epidemic of chronic diseases.
As an Active Member of the Jefferson County Chronic Disease Prevention Workgroup, I am currently working with Jefferson Healthcare, Jefferson County Public Health, and the developing Grant Street School Health Program to organize an integrated nutrition and health promotion program (“Conception thru Elementary”) focusing on pregnant women, their families, and especially their children through elementary school ages, so as to PREVENT obesity and other chronic diseases resulting from unhealthy nutrition and lifestyles.
I am also very interested in doing whatever I can: to increase job opportunities for young persons and families; to promote the development of affordable housing for young persons and for all individuals and families in need; to improve the school system nutritional and physical activities programs; to help increase the purchase and consumption of healthy local foods from local farms and gardens to improve the health of our general population; to promote green energy alternatives throughout our County and region.

REBEKAH McGUIRE

Rebekah McGuire has been a resident of Jefferson County since 1997. She is a small business owner doing property assistance in construction and landscaping projects.
She has assisted many successful local Democratic campaigns and two presidential ones. Locally, she is committed to electing progressive candidates and battles daily with her national political apathy.

As PCO, I will act as the liaison between our JeffCoDems and our community of Cape George where I have lived for more than five years. My work will include registering new residents, identifying likely Democratic voters, and reminding people about elections. Social networking is a critical communication tool I will use to connect Democrats so that our concerns are more forcefully heard.

Retired in 2015 after fourteen years coordinating the provision of volunteer services and loaned medical equipment at ECHHO.

I have been a resident of Hadlock since 1987. Throughout these years, I have expressed my progressive values in action as an employee and/or a volunteer in Olympic Peninsula schools and environmental and community service organizations. Those who know me from Wild Olympic Salmon, Port Townsend Marine Science Center or ECHHO know that I am a person who is willing to work to do whatever needs to be done. Now I will work to represent Precinct 303 in the Jefferson County Democratic Party.

My name is Alise and I am a lifelong Democrat. I have worked progressively in three states (FL, NV, and WA), for the progression and betterment of the Democrat Party. For over three decades, I have used my Healthcare profession to advocate democrat issues and be a strong voice and leader on all social justice issues, especially Insurance and Healthcare Reform.
I have knocked on doors, phone banked, registered voters, entered data, managed a campaign, created and secured signatures on petitions, done voter persuasion, grassroots lobbying, and used social media to support and uphold the Democrat Party platform to elected officials and citizens.

Growing up in Chimacum Valley fostered my interest in issues that are of concern to rural areas and country living. After graduating from Chimacum High School I attended Western Washington University and served in the Air Force and Air National Guard, before returning to live on Eaglemount. I raised my family in the Discovery Bay and Port Townsend communities, and spent 25 years working for Jefferson County in comprehensive planning, land use and public works, before retiring in 2011. I currently volunteer with COAST Winter Shelter, First Baptist Church of Port Townsend and North Olympic Salmon Coalition.
I hope to highlight the difference in the experiences of people living in rural areas of Jefferson County, and how that informs the issues we include in the party platform. I enjoy engaging my neighbors and community members in discussing our common interests and priorities, and hope to translate this into making sure the party represents the interests of all people.

I am a retired U.S. Coast Guard Officer and have a Master’s in Public Administration. I have lived in Quilcene for 16 years. I have been a PCO and District 3 Representative for a little over 2 years, serving on the Executive Board, canvassing precincts, helping with campaigns, GOTV efforts, and working as an election observer. During the last election process I was the Caucus Jurisdiction Coordinator / Chair of the committee that organized and provided training for the caucuses. I was the Area Coordinator for the Quilcene caucuses.

I’ve lived in Port Ludlow for 15 years. My husband, Dean Morgan, and I moved from Edmonds realizing that his was a great place to retire. Jefferson County is a vibrant rural County. Since moving to Port Ludlow I’ve been a Board member of my Home Owner Association (LMC). I’ve also been a board member on the Port Ludlow Village Council which has the responsibility to interface with the County Government. I have served as PCO for Precinct 501 for 10 years and have served on the Executive Board of the Jefferson County Democrats as District 3 Representative.
Mission Statement:
I have a proven record of helping qualified County, State and National Democrats get elected. I encourage all the residents of my Precinct (501) and all of Port Ludlow to become involved in our community and promote Democratic values.

I have lived in Jefferson County since 1998. I have been an elected PCO, District 3 Committeeman, and Acting Chair of JCD. I support Democratic candidates at all levels. I have knocked on doors with County Commissioner candidates, made many hundreds of GOTV phone calls, and been an active participant in JCD events including meetings, Fish Feast, Fun with Dems, and Dine with Dems. I have hosted fund raisers for Jay Inslee, Derek Kilmer, and Peter Goldmark. I am not a huge fan of obstructionist politics at the local level.
